Requires the Department of Health and Human Services to propose a plan establishing a reconsideration review board to hear complaints from behavioral health providers against local management entities/managed care organizations (LME/MCOs).

Board composition must include at least one behavioral health provider and should reflect the cultural diversity of populations served by LME/MCOs.

Board shall have authority to decide provider complaints against LME/MCOs and recommend resolutions including corrective action plans and other remedies.

Board decisions may be appealed to the Office of Administrative Hearings, and all LME/MCOs must use the reconsideration review process.

Department must report the plan to the Joint Legislative Oversight Committee on Health and Human Services by December 1, 2015, including implementation timeline, proposed statutory changes, and Medicaid State Plan Amendment or Waiver requirements.
