Establishes prohibitions on wind energy facilities in Red, Orange, Yellow, Green, and Grey Zone areas identified on the North Carolina Military Affairs Commission Compatible Use Map Atlas, with annual reviews by Department of Military and Veterans Affairs to update the map.

Requires Department of Military and Veterans Affairs participation in wind energy facility permitting process, including preapplication meetings, scoping meetings, and permit application review, with Department issuing determinations on military-related impacts.

Transfers Military Lands Protection Act oversight from State Construction Office to Department of Military and Veterans Affairs, effective October 1, 2018, requiring endorsements for tall buildings over 200 feet within five miles of major military installations and one-quarter mile of National Guard facilities.

Modifies local government ordinance procedures to require notice to Department of Military and Veterans Affairs for proposed zoning changes, land use changes, telecommunications towers, tall buildings, structures, and wind energy facilities within five miles of military bases.

Establishes North Carolina Sentinel Landscape Committee administratively housed at North Carolina State University to coordinate land preservation efforts around major military installations and develop recommendations for compatible land uses.
