Recodifies G.S. 143B-426.38A as G.S. 147-33.77A to reorganize the Government Data Analytics Center (GDAC) statute within the Office of Information Technology Services.

Establishes GDAC's purpose to identify data integration and business intelligence opportunities that improve efficiencies and service delivery across State agencies, departments, and institutions, including UNC.

Requires all State agencies to share data with GDAC for business intelligence purposes while maintaining data privacy and security, with specific mandates for the Industrial Commission, Rate Bureau, Department of Commerce Division of Employment Security, Department of Labor, and Department of Revenue to release workers' compensation, unemployment, and tax data.

Protects information compiled by GDAC from public disclosure under Chapter 132 of the General Statutes unless the State CIO determines release is in the public interest, and prohibits disclosure of North Carolina Rate Bureau workers' compensation data.

Requires State CIO to submit quarterly reports to legislative committees on GDAC activities and report any State agency failures to provide requested information.
