Establishes a new monthly salary schedule for teachers in public schools for the 2015-2016 fiscal year, with pay ranging from $3,500 for teachers with 0-4 years of experience to $5,200 for those with 25+ years of experience.

Guarantees teachers receive the greater of either the new salary schedule amount or their 2013-2014 salary plus longevity payment, whichever is higher.

Provides an additional $2,000 annual salary increase (paid monthly) to educators whose compensation equals their 2013-2014 salary plus longevity payment.

Appropriates $251,800,000 for fiscal year 2015-2016 and $251,800,000 for fiscal year 2016-2017 to fund the pay increases for teachers and instructional support personnel in public schools, charter schools, and state-operated schools.

Effective July 1, 2015.
