Increases the population threshold for municipalities receiving full state funding for water and sewer line relocation costs from 5,500 to 10,000 residents.

Municipalities with populations greater than 10,000 must now contribute a percentage of nonbetterment costs based on population size: 25% for populations 10,001-24,999; 50% for populations 25,000-49,999; and 100% for populations 50,000 or greater.

Applies to water and sewer lines owned by municipalities, nonprofit corporations/associations, rural water systems, sanitary districts, and Chapter 162A water or sewer systems that must be relocated for state transportation improvement projects.

State Department of Transportation pays the remaining costs after municipality contribution percentages are applied.
