Removes the Commission's authority to require integration of separately owned land tracts into drilling units for oil and gas development when owners have not agreed to integrate their interests.

Eliminates provisions allowing operators to charge other interested owners for drilling expenses and receive first production to recover costs from joint operations.

Repeals Section 25 of Session Law 2014-4, which previously authorized hydraulic fracturing with horizontal drilling activities.

Requires owners of separate tracts within a drilling unit to obtain voluntary agreement before integrating lands; if no agreement is reached, each owner may drill on their own tract with allowable production proportional to their tract's area.

Effective immediately upon enactment.
