Requires local boards of education to establish school attendance areas and assign students to schools ensuring the percentage of students qualifying for free or reduced-price meals does not exceed the district-wide percentage by more than 15 percentage points at the same grade levels.

Authorizes the State Board of Education to assume approval authority over student assignments in any district found non-compliant with economic diversity requirements for the next school year.

Applies the same 15 percentage point economic diversity requirement to charter schools, with the State Board of Education authorized to control charter school admissions if non-compliant.

Exempts charter schools with single-sex education missions from diversity requirements and maintains existing court-ordered desegregation plan requirements.

Effective immediately upon enactment for the 2015-2016 school year.
