Requires the Office of Information Technology Services to use multiple award schedule contracts for computers, computer-related devices, and networking equipment whenever available from multiple manufacturers, suppliers, or vendors.

Mandates issuance of requests for proposals for multiple award schedule contracts no later than October 1, 2015, with contracts awarded to qualified responders.

Sets contract terms for not less than two years with the option to renew for one additional year, including annual product and services updates.

Prohibits the Office of Information Technology Services from entering into single manufacturer contracts for IT hardware and services when multiple vendors are available.

Exempts contracts awarded to multiple manufacturers within 24 months before the act's effective date from the new requirements.
