Directs the Division of Motor Vehicles to study implementation of autonomous vehicle technology on North Carolina roads and highways.

Defines "autonomous vehicle technology" as technology installed on motor vehicles capable of driving without active human control or monitoring.

Requires the Division to consider measures needed for implementation, potential complications and liabilities, promotion of research and development, and other relevant matters in collaboration with stakeholders.

Department must report findings, recommendations, and any legislative proposals to the Joint Legislative Transportation Oversight Committee by February 1, 2016.

Becomes effective upon enactment.
