Adds definition of "locally sourced goods and services" for state and local contract bidding in North Carolina.

Prohibits bidders from claiming goods are produced locally or services provided by local contractors unless they meet defined distance requirements.

Sets applicable radius for municipalities at 50 miles from the municipality's center.

Sets applicable radius for counties at a distance equal to the radius from the county's center to its farthest point.

Effective upon enactment.
