Requires the LRC to examine types of agreements that could be entered into, their potential effects on operating costs, and obstacles to implementing such partnerships.

Directs the LRC to study joint contracting agreements between universities and municipalities as a means of reducing contracting costs for both entities through bulk purchasing discounts.

Requires the LRC to examine existing university-municipality partnership efforts in North Carolina and other states, potential cost savings, and barriers to implementation.

Mandates the LRC report its findings and any proposed legislation to the 2016 Regular Session of the General Assembly upon convening.
