Prohibits cabinet department positions (defined as public servants in G.S. 138A-3(30)a., d., and f.) from receiving any outside earned income while serving in those positions.

Lowers the disclosure threshold for assets and liabilities from $10,000 to $1,000 in statements of economic interest.

Lowers the disclosure threshold for income sources from $5,000 to $1,000 and for legal fees and consulting services from $10,000 to $1,000.

Lowers the disclosure threshold for publicly owned company investments from $10,000 to $1,000.

Becomes effective October 1, 2015, and applies to statements of economic interest filed on or after that date.
