Requires comprehensive environmental baseline reports documenting groundwater, surface water, and air quality conditions at the proposed site prior to permit issuance using data from pre-drilling testing.

Requires all trucks and vehicles transporting wastewater from oil and gas drilling operations to display a clear and visible label indicating the vehicle is transporting such wastewater.
