Amends Article V of the North Carolina Constitution by adding Section 15 to require that net proceeds from any state-operated lottery be used only for public educational purposes and to supplement, not replace, other funding sources for education.

Prohibits the Governor from reducing lottery fund expenditures under Article III, Section 5 of the Constitution and prevents those funds from being diverted to other purposes.

Submits the constitutional amendment to North Carolina voters at the general election in November 2016.

Modifies G.S. 18C-102 to clarify that the lottery's purpose is to generate funds only for public educational purposes and updates G.S. 18C-164(c) to specify that lottery revenue must be used to supplement and not supplant other appropriated public education funds.

Section 2 conforming changes become effective upon voter approval of the constitutional amendment and apply beginning with the 2016-2017 fiscal year.
