Directs the Joint Legislative Economic Development and Global Engagement Oversight Committee to study New York's START-UP NY program and report findings to the 2016 Regular Session of the General Assembly.

Requires the Committee to evaluate tax benefits and economic incentives offered by New York's program, including cost, need, benefit, and efficacy of the incentives.

Mandates examination of tax-free zones on or near college and university campuses, business eligibility requirements, tax exemption types and scope, and methods for aligning new businesses with academic institutions.

Requires study of job creation benchmarks, performance metrics, intellectual property rights allocation, record access, oversight requirements, and anti-competitive behavior guidelines for participating businesses.

Effective upon enactment.
