Allows Medicaid providers up to 12 months to repay overpayments resulting from delayed implementation of a primary care physician rate reduction from Section 12H.18(b) of S.L. 2013-360 for services rendered on or after January 1, 2015, if immediate recoupment would cause hardship.

Prohibits the Department of Health and Human Services from beginning automated recoupment of overpayments prior to June 1, 2015, and requires the Department to set a deadline before that date for providers to request hardship extensions.

Requires the Department to notify all affected providers of the overpayment amount owed and provide information about how to request a hardship extension and the deadline for doing so.

Waives interest and late-payment penalties under G.S. 147-86.23 on overpayments subject to hardship extensions as long as the provider makes timely payments under the agreed repayment plan.
