Expands criminal penalties for secret peeping by adding "harming, intimidating, extorting, threatening, or defrauding another person" as purposes that elevate the offense to a Class I felony in addition to sexual gratification purposes.

Increases penalties for repeat offenses, with second or subsequent felony convictions punished one class higher, and second or subsequent Class A1 misdemeanors punished as Class I felonies.

Requires psychological evaluation and treatment compliance for defendants placed on probation, with evaluation mandatory for second or subsequent convictions and discretionary for first convictions.

Allows victims to pursue civil action against those who capture or disseminate images in violation of the statute, recovering actual damages, punitive damages, attorney fees, and litigation costs.

Requires sentencing courts to consider whether offenders should register as sex offenders under Article 27A when certain violations occur, including all Class I felony convictions under the revised statute.

Effective December 1, 2015, applies to offenses committed on or after that date.
