Allow property owners to petition for removal from historic districts, with the commission making a recommendation to the municipal governing body after a public hearing and review by the State Historic Preservation Officer.

Enable historic preservation commissions to issue "renovation reports" to property owners or potential purchasers that identify exterior features, reference applicable guidelines, and list appropriate materials for alteration or restoration.

Modify the certificate of appropriateness approval process to automatically issue the certificate if the commission fails to act within 180 days of receiving a completed application.

Clarify that Board of Adjustment members cannot vote on appeals of commission decisions if they are also commission members.

Expand the commission's authority to enter private lands for purposes including preparation of renovation reports and examinations in performance of official duties.
