Lowers the alcohol concentration threshold for mandatory ignition interlock requirements from 0.15 to 0.13 in impaired driving convictions.

Expands ignition interlock system requirements to apply to more individuals convicted of driving while impaired, including those with prior impaired driving convictions within seven years.

Adds provisions allowing the Division to revoke licenses if an ignition interlock system is disabled or removed, with hearings available to contest such revocations.

Requires limited driving privilege orders for high-risk drivers with 0.13 or higher alcohol concentration to include ignition interlock restrictions and designated vehicle operation only.

Effective December 1, 2015, applying to offenses committed on or after that date.
