Establishes the North Carolina Measurability Assessment Act of 2016, requiring independent evaluations of state programs to assess performance, return on investment, costs, outcomes, and capacity for expansion.

Measurability assessments must evaluate program uniqueness, logic models, evidence of results, strategic planning, performance metrics, financial systems, and audit capacity, with assessors selected through competitive process by the Program Evaluation Division.

Modifies appropriations for FY 2016-2017 including adjustments to UNC institutions, Department of Commerce, Department of Natural and Cultural Resources, and General Assembly funding.

Amends G.S. 1E-2 to clarify county service obligations on Eastern Band of Cherokee Indians trust lands, limiting services to public health and human services traditionally provided by counties unless otherwise assumed by the tribe.

Makes technical corrections to HB 1030 (2015) regarding tax provisions, community college projects, education programs, health and human services funding, and various other budget and procedural matters.
