Creates a new North Carolina Clinical Laboratory Science Practice Board to regulate clinical laboratory science practitioners through licensure, effective January 1, 2016.

Board consists of five members: two clinical laboratory scientists appointed by the Senate President Pro Tempore, two appointed by the House Speaker, and one public member appointed by the Governor, with staggered four-year terms.

Requires clinical laboratory science practitioners to obtain a license from the Board, which must establish educational requirements, experience standards, and competency assessments for licensure.

Board has authority to issue, renew, suspend, and revoke licenses; adopt rules; approve training programs; establish continuing education requirements; and conduct disciplinary hearings for misconduct violations.

Exempts licensed physicians, federal employees performing official duties, teaching and research personnel, students in approved programs, and those performing only waived tests under federal laboratory regulations.
