Requires health benefit plans to accept premium payments made by third parties from funds or grants established by the Ryan White HIV/AIDS program, Native American tribes or tribal organizations, state or federal government programs, or the American Kidney Fund.

Prohibits health benefit plans from refusing third-party premium payments originating from the specified sources listed in the bill.

Exempts health care providers from this requirement, allowing health benefit plans to continue refusing third-party premium payments directly from providers.

Defines "health benefit plan" according to existing statute G.S. 58-3-167(a)(1).

Becomes effective October 1, 2015, and applies to health benefit contracts issued, renewed, or amended on or after that date.
