Directs the Criminal Justice Education and Training Standards Commission and the Sheriffs' Education and Training Standards Commission to jointly study the implementation and use of body-worn cameras by local and state law enforcement officers in consultation with the University of North Carolina School of Government and the North Carolina Conference of District Attorneys.

Study must examine the feasibility of equipping all law enforcement officers with body-worn cameras, including cost identification, funding options, and whether use should be restricted to certain officer types.

Study must address training requirements, best practices for recording activation/deactivation, retention and storage procedures including costs, and public access levels to recorded footage.

Study must consider potential constitutional and legal issues arising from body-worn camera use by law enforcement officers.

Requires joint report of findings and recommendations, including any legislative proposals, to the 2016 Regular Session of the General Assembly.
