Requires the Office of State Budget and Management to build and maintain NC OpenBook, a single searchable website for state spending on grants and contracts.

Expands grant and contract review requirements to all state institutions, departments, bureaus, agencies, and commissions (not just principal departments), conducting reviews on a quarterly basis instead of monthly.

Mandates that all state agencies maintaining websites include a link to NC OpenBook on their homepage and display a prominent search engine for easy access to grant and contract information.

Directs the State Chief Information Officer to ensure grant data is displayed consistently and accessibly across all state agency websites by December 31, 2015.

Requires the State Chief Information Officer to report implementation timelines to the Joint Legislative Oversight Committee on Information Technology and Fiscal Research Division by August 1, 2015.
