Authorizes the Office of State Budget and Management to participate in the Pew-MacArthur Results First Initiative to implement a cost-benefit analysis model for evaluating state programs and informing budget decisions.

Requires the Office of State Budget and Management to design a framework by April 8, 2016, that mandates state agencies and non-state entities receiving state funds to provide uniform, program-level accountability information on a public website, including program descriptions, funding sources, performance metrics, and organizational charts.

Establishes definitions and standards for performance measurement including benchmarks, efficiency, evidence-based practices, outputs, outcomes, and performance standards to be used by state agencies in reporting program information.

Requires principal executive officers of state agencies and non-state entities to ensure compliance with the framework, with full implementation required by January 1, 2017.

Appropriates $100,000 from the General Fund to the Office of State Budget and Management for fiscal year 2015-2016 to implement the cost-benefit analysis model and requires interim and final reports to legislative committees by April 8, 2016, and October 1, 2016.
