Requires public and private institutions of higher education receiving state student financial assistance funds to adopt policies addressing sexual assault, domestic violence, dating violence, and stalking by December 1, 2016.

Mandates an "affirmative consent" standard for sexual activity policies, defining it as affirmative, conscious, and voluntary agreement; establishes that silence or lack of protest does not indicate consent and consent can be revoked at any time.

Requires institutions to implement detailed victim response procedures including privacy protections, initial incident response, victim interviews, witness identification, written notification of resources, victim advocates, and trauma-informed training for campus officials.

Directs institutions to provide victim support services through partnerships with rape crisis centers and community organizations offering counseling, health care, victim advocacy, and legal assistance.

Requires institutions to develop prevention and outreach programs as part of student orientation covering awareness campaigns, bystander intervention, risk reduction, and the affirmative consent standard.
