Requires the State Board of Education to include analysis of disproportionalities in student discipline referrals and law enforcement reports in its annual consolidated report submitted by March 15 each year.

Mandates the Department of Public Instruction to make all student discipline data publicly available via electronic spreadsheet files on its website, disaggregated by student demographics (gender, race/ethnicity, English Language Learners, disability status, economic disadvantage, academic performance) and organized by local school administrative unit and individual school.

Requires detailed data collection and reporting on student discipline violations by behavior category, disciplinary actions taken, suspension/expulsion duration, appeal outcomes, and referrals to law enforcement or juvenile justice systems.

Directs the Department of Public Instruction to develop guidelines for consistent application of student discipline codes, clear definitions of prohibited behaviors, data reporting standards, and alternative positive interventions by November 15, 2015.

Applies to the 2015-2016 school year and beyond; data associated with fewer than five violations may be reported as not applicable to protect student privacy.
