State agencies submitting zero-based budgets must develop budget requests as if initiating for the first time, accompanied by detailed statements explaining functions, policies, accomplishments, and supporting data.

Beginning fiscal year 2021-2022, the entire state budget for the 2021-2023 biennium must be prepared using zero-based budgeting methodology.
