Directs the Joint Legislative Elections Oversight Committee to study current laws related to second primaries and recommend legislation as deemed advisable.

Study may examine administrative burdens of voter registration and address changes between first and second primaries, impacts of extending the time between primaries, frequency and cost of second primaries, and continued necessity for second primaries in election cycles.

Committee may evaluate whether modifications to primary result determination methods would be needed if the second primary process were repealed.

Committee shall report findings and recommendations to the 2016 Regular Session of the General Assembly no later than April 15, 2016.

Becomes effective upon enactment.
