Prohibits consumption of malt beverages, unfortified wine, fortified wine, and mixed beverages between 2:30 A.M. and 7:00 A.M. at any place used primarily for commercial purposes.

Clarifies that the prohibition on selling these alcoholic beverages between 2:00 A.M. and 7:00 A.M. applies only to places with ABC permits.

Requires the Alcoholic Beverage Control Commission to immediately suspend ABC permits for 30 days if a permittee receives two or more citations within a 12-month period for fire code violations involving occupancy exceeding posted capacity by at least 25%.

Effective date for permit suspension provisions applies to citations received on or after the bill becomes law.
