Requires the Department of Health and Human Services to provide Medicaid coverage to people under age 65 with incomes at or below 133% of federal poverty level who reside in rural counties experiencing health care access emergencies.

Authorizes the Department to designate counties as experiencing emergencies based on the number of unserved residents, geographic proximity to health care services, Tier 1 designation status, and other relevant factors.

Directs the Department to submit necessary Medicaid waivers and State Plan Amendments to the Centers for Medicare and Medicaid Services (CMS) without the standard 90-day prior submission requirement.

Expresses the General Assembly's intent to appropriate funds necessary to pay for the Medicaid coverage expansion.

Coverage becomes effective 30 days after CMS approval of all required waivers and amendments; does not take effect if CMS disapproves the State Plan Amendment.
