Creates a comprehensive state health plan for all North Carolina residents to begin January 1, 2017, with coverage including preventive care, prescription drugs, long-term care, mental health, dental services, and hospice care.

Eliminates copayments and deductibles for the first two years; future deductibles capped at $250 per individual or $500 per family, with no cost-sharing for preventive care.

Requires the Department of Insurance and Department of Health and Human Services to study implementation issues and report recommendations to the General Assembly by June 1, 2015.

Establishes funding through state taxpayers based on ability to pay with a dedicated funding stream that matches health care cost growth rates and creates a dedicated trust fund for the plan.

Mandates smart identity cards for participants, centralized medical records systems, provider payment within 30 days, and oversight by a state executive agency subject to State Auditor audits.
