Amends G.S. 143-318.10 to allow a majority of members in three-member public bodies to hold planning meetings without full open meeting requirements.

Planning meetings may be conducted in person or by other means to discuss agenda items and organization of official meetings.

Planning meetings are permitted only if they are not intended to evade the spirit and purposes of the public meeting law.

Notes from planning meetings must be recorded contemporaneously and are classified as public records under G.S. 132-1.
