Authorizes cities to reserve easements (utility, drainage, pedestrian, landscaping, conservation) when permanently closing streets and alleys, with reservations stated in the order of closing.

Repeals licensing requirements for going out of business and distress sales by local governments, effective July 1, 2015.

Authorizes county boards of elections to submit absentee ballot lists electronically to the State Board of Elections instead of by first-class mail.

Extends paper ballot implementation deadline from January 1, 2018 to September 1, 2019 for counties using direct record electronic voting machines as of January 1, 2015; prohibits voting systems without paper ballots after the deadline.

Allows voters without eligible photo identification to complete reasonable impediment declarations to vote provisionally, with impediment categories including lack of transportation, disability, lost identification, and work schedule conflicts; permits voters without ID to request absentee ballots at one-stop voting locations.

Removes consecutive term limits for Alexander County Board of Education members, effective January 1, 2016.

Requires electronic poll books to be certified by the State Board of Elections before use in elections.
