Commemorates Julian T. Pierce, a Lumbee Indian born January 2, 1946, who became the first Executive Director of Lumbee River Legal Services and devoted his legal career to advocating for equal justice for disadvantaged communities.

Recognizes Pierce's educational achievements including a bachelor's degree in chemistry from Pembroke University (1966), a juris doctorate from North Carolina Central University School of Law (1976), and a master of laws in tax from Georgetown University School of Law (1978).

Honors Pierce's efforts to preserve and promote Lumbee cultural heritage and his work toward securing federal recognition for the Lumbee tribe.

Notes that Pierce was murdered in 1988 at age 42 while campaigning to become the first Lumbee member of the judiciary, despite receiving 10,787 votes compared to his opponent's 8,231 votes.

Directs the Principal Clerk to transmit a certified copy of the resolution to Pierce's family.
