Amends G.S. 7B-301 to prohibit filing abuse or neglect reports based solely on a parent or legal guardian's decision to follow treatment recommended by a licensed health care provider or mental health services provider.

Protects parental choice to follow one licensed provider's treatment plan over another's, even if recommendations differ, unless an immediate life-threatening situation exists.

Establishes that even in immediate life-threatening situations, a parent's decision to follow a licensed provider's advice or treatment plan does not trigger an obligation to report suspected abuse or neglect.

Creates a new statute (G.S. 115C-6) declaring that parental liberty to direct a child's upbringing, education, and care is a fundamental right that cannot be infringed without demonstrating a compelling state interest and using the least restrictive means.

Becomes effective October 1, 2015.
