Authorizes the Eastern Band of Cherokee Indians to establish a police department, tribal alcohol law enforcement division, natural resources law enforcement agency, and probation and parole agency (Cherokee Marshals Service).

Makes Article 13 of Chapter 160A of the General Statutes (municipal police law) applicable to the Eastern Band of Cherokee Indians, with specified exceptions.

Grants law enforcement officers of these agencies jurisdiction on trust lands of the Eastern Band of Cherokee Indians and during immediate flight of offenders, subject to certification requirements under Chapter 17C of the General Statutes.

Allows Cherokee Marshals Service officers access to North Carolina Department of Public Safety probation and parole records for persons under Cherokee Tribal Courts jurisdiction.

Requires the North Carolina Department of Public Safety to work with the Eastern Band of Cherokee Indians to assign Originating Agency Identification (ORI) numbers to each new law enforcement department, agency, and division.
