Honors the memory of Jean Moulthrop Hoogstra for her role in developing hospice care in western North Carolina, particularly in establishing Hospice of Henderson County in 1979.

Recognizes the valuable services provided by hospice facilities and applauds Four Seasons Compassion for Life (the renamed organization) for its decades of service to patients and families.

Documents the history of hospice development in the United States, tracing its origins from Dame Cicely Saunders' work in 1948 and introduction to the U.S. in 1963, to the establishment of the first hospice in Henderson County in 1981.

Acknowledges that Four Seasons Compassion for Life expanded from initial patient care in 1981 to a 19-bed inpatient facility by 2007, added a palliative care program in 2003, and served over 10,000 patients and families before Jean Moulthrop Hoogstra's death in 2012.

Directs the Principal Clerk to transmit a certified copy of the resolution to the family of Jean Moulthrop Hoogstra and to Four Seasons Compassion for Life.
