Permits the sale, possession, and discharge of consumer fireworks (1.4G fireworks devices compliant with federal safety standards) in North Carolina, subject to regulations in the new Part 2 of Article 82A of Chapter 58.

Requires individuals to obtain a fireworks license by paying $25, completing a state-approved fireworks safety course covering handling, storage, transportation, and legal restrictions, with certificates valid until revoked by the Commissioner.

Restricts licensed consumer fireworks use to 8:00 A.M. to 10:00 P.M. daily, with extended hours until midnight on July 4 and until 12:30 A.M. on January 1; prohibits discharge within 300 feet of hospitals, schools, gas stations, and explosive storage facilities, and in public parks or spaces without permission.

Requires retailers selling consumer fireworks to obtain a permit from the Commissioner through the Office of State Fire Marshal, with different permit categories for permanent retailers, temporary retailers, and incidental retailers; permits must be posted visibly.

Authorizes the Commissioner to exclude certain fireworks types from the consumer fireworks definition or prohibit all consumer fireworks use during hazardous forest fire conditions; prohibits sale to persons under age 16 and applies existing civil and criminal penalties for violations.
