Increases the filing fee for divorce actions in district court from $75 to $125.

Directs the $50 increase to the newly established Family Stabilization Fund, while maintaining the existing $75 allocation to the Domestic Violence Center Fund.

Creates the North Carolina Family Stabilization Fund administered by the North Carolina Council for Women to provide grants to organizations assisting individuals returning to or entering the workforce with services including child care, job training, resume development, and case management.

Limits administrative costs to no more than 10% of fund revenues and requires annual reporting to the Joint Legislative Commission on Governmental Operations regarding fund revenues, grant recipients, and program outcomes.

Becomes effective upon enactment.
