Adds boating violations to the list of offenses that do not disqualify a person from seeking expunction of nonviolent misdemeanor or felony convictions, alongside existing traffic violations.

Creates a new expunction provision (G.S. 15A-145.7) allowing expunction of up to two youthful drug offense convictions for persons under age 25 at time of offense, if they have been drug-free for at least one year and have no felony or misdemeanor convictions other than traffic or boating violations for 10 years prior to filing.

Requires petitioners seeking expunction under the new youth drug offense provision to provide proof of drug testing every 30 days for one year prior to filing and a drug evaluation approved by the Administrative Office of the Courts.

Imposes a $175 filing fee for youth drug offense expunction petitions, with $122.50 going to the Department of Public Safety for criminal record checks and $52.50 retained by the Administrative Office of the Courts for processing costs.

Applies boating violation treatment consistently across all existing expunction statutes (G.S. 15A-145, 15A-145.1, 15A-145.2, 15A-145.3, 15A-145.4, and 15A-145.6) to align expunction eligibility requirements.
