Adds local boards of education to the list of entities eligible for Department of Transportation reimbursement of nonbetterment costs when relocating water and sewer lines within state transportation project rights-of-way.

Department of Transportation shall pay nonbetterment costs for relocations of water and sewer lines owned by local boards of education that are necessary for state transportation improvement projects.

Effective July 1, 2015, and applies to all water and sewer line relocations on or after that date.
