Amends G.S. 116-143.3 to cap community college out-of-state tuition for active duty service members at the amount of federal tuition assistance available under U.S. Department of Defense Directive 1322.08E.

Allows waiver of tuition charges exceeding federal assistance if the waived amount does not exceed 10% of out-of-state tuition or if all four specified conditions are met.

Applies to active duty members who were previously enrolled and charged in-state rates, became unable to remain continuously enrolled due to deployment or reassignment, and re-enroll within 18 months.

Requires that the service member does not otherwise qualify for in-state tuition and ensures charged tuition shall not be lower than the in-state rate.

Becomes effective July 1, 2015.
