Adds definitions for "state membership organization" and "local membership organization" as nonprofits organized under North Carolina law that are trade associations offering memberships based on industry affiliation and geographic location.

Allows employees of local membership organizations to solicit contributions to political action committees (PACs) established by affiliated state membership organizations.

Permits local membership organizations and their members to administer, contribute to, and receive contributions for separate segregated funds (PACs) of parent state membership organizations.

Maintains existing prohibitions on securing PAC contributions through physical force, job discrimination, financial reprisals, mandatory dues, or other coercive employment practices.
