Authorizes property owners and lessees of private parking lots to use immobilization devices (wheel locks, clamps, boots) on vehicles parked unlawfully in their spaces.

Requires private parking lots to display a 24" x 24" sign at all entrances with the immobilization company name and phone number, and individually marked spaces must identify each lessee or owner.

Makes unauthorized parking in marked private spaces an infraction punishable by a fine of up to $100.

Prohibits anyone other than the immobilization company from removing or tampering with an immobilization device; damage to the device that renders it unusable constitutes a Class 1 misdemeanor.

Prevents local governments from passing ordinances regulating the immobilization of vehicles in private parking spaces and becomes effective July 1, 2015.
