Authorizes cities to require payment of a periodic availability charge from owners of improved property that qualifies for building permits when the city has installed water or sewer lines directly available to the property.

The periodic availability charge cannot exceed the minimum periodic service charge for connected properties.

Applies to improved property capable of supporting residential dwelling units or commercial establishments within city limits.

Amends G.S. 160A-317 to add this availability charge option as an alternative to requiring direct connection to water or sewer lines.

Effective upon becoming law.
