Adds new section 47F-2-105 establishing comprehensive requirements for planned community declarations, including community name, legal descriptions, lot boundaries, development rights, common elements, and design standards authorization.

Amends declaration amendment procedures to require a 67% majority vote (not exceeding 80%) for residential communities and clarifies that statutory provisions control over conflicting declaration procedures.

Extends the deadline for challenging amendment validity from one year to three years after recordation.

Restructures association record-keeping requirements to specify 10 categories of records that must be retained, including financial statements, meeting minutes, owner lists, and architectural approval decisions.

Establishes detailed procedures for lot owner access to association records with 10 days' written notice, reasonable charges for copying, and specific exemptions for personnel records, litigation materials, attorney communications, and other sensitive information.
