Increases penalties for second and subsequent acts of criminal contempt from the same level as initial acts to imprisonment up to 90 days and fines up to $1,000, compared to the original 30 days imprisonment and $500 fine for initial offenses.

Maintains existing enhanced penalties for specific contempt offenses, including those under G.S. 5A-11(8) (up to 6 months imprisonment), failure to comply with nontestimonial identification orders (up to 90 days), and child support violations (up to 30 days, or 120 days if suspended).

Creates a distinction between "an initial act of criminal contempt" and "each subsequent and additional act" by establishing separate penalty tiers based on offense history.

Becomes effective December 1, 2015, and applies only to offenses committed on or after that date.
