Appropriates $20,000,000 to the Community Colleges System Office for fiscal year 2015-2016 and $27,000,000 for fiscal year 2016-2017, contingent on Medicaid expansion to individuals under age 65 with incomes at or below 133% of federal poverty guidelines.

Requires funds to be used to increase enrollment and graduation rates in health care certificate and degree programs across the state.

Appropriation is triggered only if Medicaid eligibility is expanded as specified; no funds are allocated if expansion does not occur.

Responds to projected creation of at least 25,000 additional health care jobs resulting from increased demand following Medicaid expansion to approximately 500,000 previously uninsured North Carolina residents.

Effective date is July 1, 2015.
