Authorizes equestrian groups to enter into agreements with state officials to use state lands for horse riding and related equestrian purposes.

Usage agreements must set forth terms and conditions for land use, govern trail creation and maintenance, and authorize hikers and walkers to use the same lands while yielding right-of-way to equestrians on designated equestrian trails.

State officials may decline or remove lands from agreements if use would cause harm to the environment, violate law, pose security risks, or result in expenses to the state.

Requires the Secretary of Administration to maintain a public online repository of all usage agreements and mandates state agencies forward copies of agreements within seven days of entering, amending, or canceling them.

Agreements do not confer property rights, do not exempt users from obtaining required licenses, and do not prohibit hunting during authorized hunting seasons.
